Meeting Minutes
Tuesday, October 1, 2002

The meeting was called to order at 4:36pm by Chair Cormier.

Overview of Council on Student Affairs
- Council on Student Affairs Operating Procedures handout discussed and reviewed by Chair Cormier. Purpose of Council reviewed on page 5 of handout. Overview of governance system at Ohio State with faculty, students and staff having role on governance. Council on Student Affairs serves as advisor council to the Vice President for Student Life. Council also has jurisdiction over Student Code of Conduct. Duties and responsibilities of members reviewed on page 6 and 7 Operating Procedures. Membership of council reviewed. Parliamentary Procedure will be used to run all Council on Student Affairs meetings.
- Remarks from Vice President Hall Bill Hall spoke to the group about the major initiatives and priorities of Student Life. The Rec Center is taking the 1st phase of bids on construction this week and the 2nd phase of bidding will occur in November. Progress is underway on the turf fields behind Larkins Hall. A one million dollar gift has been secured from the Longaberger Foundation for the Ohio Union. Specifically $500,000 of the gift will be put in an endowment for student leadership and diversity retreats. The remaining $500,000 will be seed money for a capital campaign to renovate the Ohio Union. Buckeye Village is increasing services and specifically the Access Program for single parents. Fundraising for this project is near $250,000. The Credit Card proceeds have been allocated and resulted in an additional $150,000. Welcome Week was very successful and the Greek Community played an important role assisting the OWL (Orientation Welcome Leaders) move in before Residence Hall Move-In. There was a successful staff retreat in Student Life which focused on fine-tuning offices and enhancing delivery of service.
- Review of Council on Student Affairs 2002-2003 Priorities Chair Cormier discussed priorities. Also, other items may be added if they arise as issues over the course of the academic year. If any member would like to have another item added or reviewed please ask Chair Cormier. Discussion of potential additions. Question asked about Student Housing Legal Clinic, and what the status of the Clinic was. Vice President Hall indicated that funds had been secured for the Student Housing Legal Clinic for the next 7 years and there will be a proposal for future funding. Accreditation for athletics is approaching and could be an item of review for this council. Also, the Ohio Union will be going through a feasibility study and this group will most likely serve as a focus group in that study. Campus Beautification will likely be an item for review. Internet Connectivity for off-campus students was a suggested addition to the Web Dependency priority. Student Life is moving aggressively towards housing on regional campuses and the role of Student Life in that housing will be an issue for review. Also, the general representation of regional campuses at the Council on Student Affairs should be addressed with the housing issue. Finally, long term funding for the Ohio Union was suggested as a potential agenda item.
- Allocations Subcommittee Overview Chair Cormier discussed the Allocation Subcommittee of the Council. The procedures on page 9 of the Council on Student Affairs Operating Procedures were reviewed. There are formal procedures available on the web. The allocations procedures are very user-friendly and there is representation from students, faculty, and staff on the subcommittee. The subcommittee meets regularly to allocate money. Student Organizations are eligible to receive $300 in Operating Funds, u p to $2000 of $4000 of expense in activity funds and up to $500 of $1500 in expense in travel funds. All applications and student organizations are pre-screened before reaching allocations. Money is allocated on a first-come basis; there is no judgment on the merit of the activity or travel in the application. Last year allocations ran out of travel and activity funds early in winter quarter. Chair Cormier discussed a possible proposal to the Allocations subcommittee that will break the total funds into thirds for equal distribution over the autumn, winter and spring quarters. There also was an extra $150,000 infused into the Allocations budget by Vice President Hall. Vice President Hal indicated that these funds came from the credit card proceeds. Finally, the Allocation Subcommittee will give monthly reports to the full Council on Student Affairs.
Approval of Minutes: Hodak moved to approve the meeting minutes from June 6, 2002 and Price seconded the motion. Minutes were approved by the full Council. Chair Cormier made note that meeting minutes will be emailed to the Council prior to the meeting and should be reviewed at that time. If you have suggested changes, please email Tammy Maltzan.
New Business
- Election of Vice Chair Chair Cormier reviewed the role of the Vice Chair. The position was created to serve as continuing experience on CSA. The duties are to serve as Chair in case of absence, set agenda via email with Chair, and in past this position was held by a faculty member and they served on the Faculty Executive Committee.
- Nominations:
- Stuck nominated H.G. Parsa, Parsa declines nomination.
- Stuck nominated Janet Laster, Laster accepts nomination.
Janet Laster was approved as Vice Chair of CSA.
- FY03 Allocations Chair Cormier discussed the CSA Allocations FY03 handout. This is just a rough draft, but needs approval today. The Allocations Subcommittee will present more detailed and updated versions at later meetings. Chair Cormier reviews allocations line by line. Hodak moves to approve the allocations, Parsa seconded the motion, all vote to approve.
Reports
- Chair no report.
- Student Life Vice President Hall gave report in his earlier remarks.
- Student Governments Chair Cormier suggested that student governments report every other meeting.
- USG Rebecca Price gave the report for USG. The cabinet has met and Senate and the committees are meeting soon. USG is sponsoring off-campus clean-ups the Sundays after home football games. Price reported a successful Welcome Week for USG.
- IPC Karen Weise gave the report for IPC. Weise discussed IPC restructuring which included the addition of a non-voting representative branch. Kai Landis from the Ohio Union is working closely with IPC to create programming for professional students. IPC is hosting their annual Halloween Party. The IPC Senate will be meeting soon.
- CGS Chair Cormier gave the report for CGS. The first Council meeting will be this Friday. CGS planned a successful Graduate Student Orientation with the Graduate School. CGS hosted a Welcome Picnic during Welcome Week and had about 500 people come, even though it rained. CGS will review about 6 resolutions and on Friday will review support for Domestic Partner benefits. Finally, CGS has a new faculty advisor.
Subcommittees Respective subcommittees met.
Announcements
- The Greek Community is sponsoring a Community Clean-up and Service Project on Saturday, October 5.
- H.G. Parsa commended the move in process as he brought his daughter to Ohio State and was impressed by the move in process and especially the assisted moving.
- Homecoming Voting is going on at the Homecoming website now.
