Meeting Minutes

Tuesday, January 21, 2003
4:00-6:00pm

Chair Cormier called the meeting to order at 4:11pm.

Approval of Minutes:

  • 7 January – are considered "notes" rather than minutes since quorum was not met at that meeting
  • 29 October – minutes were approved with changes made by Hodak and Parsa.
  • 26 November – minutes were unanimously approved.

Reports:

Chair

A Task Force has been appointed to examine the issue of preventing celebratory riots. The recent Senate meeting was uneventful, though the Provost is making available lots of dollars to benefit students through IPC, Honors and Scholars, Fellowships, etc.

Student Life

Mr. Hall reported that the current legislature along with Governor Taft are interested in bringing back tuition caps. President Holbrook has three strategies for lobbying for flexible caps. They include latitude to those institutions below the state average and allowing universities to adjust rates for continuing vs. new students. Another dilemma is that we are likely facing a mid-year budget cut.

Dr. Shipley asked what OSU’s response has been to the Education Commission of the Governor regarding foreign student tuition. Mr. Hall replied that this is a concern for the President, the IUC, and other professional organizations in the state. Some in the legislature are looking at subsidies for foreign students. Student Life is gathering information on graduate students and looking at the effects for their home countries. There will be an update tomorrow. It is unclear right now how much steam is propelling this movement.

Karen Weise stated that the impact on professional students is considerably more than for undergraduates. With no cap on graduate tuitions, Deans can ask for as high as a 20% increase. The president and Provost are looking into this disparity, though not for this fiscal year. Dr. Parsa stated that the School of Business is interested in the disparate tuition issue in particular.

Dr. Hollingsworth added that the commission on efficiency in higher education is revisiting some of the conversations of the 70s with regard to the duplication of programs within the state system. Also, the sale/privatization of campus housing issue might make it back on the table, as has happened in Arizona. Mr. Hall added also, that the Governors Task Force on Higher Education didn’t come out as positively as President Holbrook had intended on this issue. The task force looked at the benefits of the current programs to community leaders and technology developers, but he Governor’s turn was more negative. The President has spoken with the Board of Regents about this.

Allocations

The registration of student organizations is being revised to eliminate the potential for the "mishandling of funds" (a.k.a. getting around the rules) for any one organization.

Subcommittee A

Dr. Early’s committee is looking into how the code of student conduct is applied to student events off campus. The committee will be meeting with Pat Hall, Director of Student Judicial Affairs.

Subcommittee B

This committee meets on Wednesdays instead of Tuesdays. Their focus with regard to the code of student conduct is on revisions regarding language to include rioting specifically, and kind of change falls within the purview of CSA.

IPC

Karen Weise – Applications are being accepted for Professional Development Funds and plans are proceeding for the Big Brothers/Big Sisters Book Drive and Story Hour.

CGS

Kerry Hodak – CGS has passed two resolutions; one to continue Home.net and the other to encourage university brokering of low-cost/hi-speed Internet access for students. The PDF deadline is this Friday and judges are still sought for the upcoming Research Forum.

USG

Melissa Rocco – USG is helping out with Buckye-thon. The renting guide was finished in December, and the name change should be noted. The communication committee newsletter is going out to undergraduates.

Announcements:

Dr. Parsa announced that Britt Kirwan would be speaking on Thursday in Campbell Hall

Chair Cormier announced an upcoming show at the Drake Theatre, a one-woman show about the burqua.

Dr. Hollingsworth noted an issue of war/anti-war on the horizon. How does this get managed? What might CSA's role be?

Dr. Parsa raised a question regarding the budget cuts and how it might affect the Ohio Union renovation? Mr. Hall couldn’t really answer that right now without adequate information to draw from. There is a gap between the $35mil now in hand and the $70mil needed. Part of the answer depends on the students and what they want. The issue will resolved through a fee for students, since there will be no more state support. If the gap is to be filled, it will be through a fee increase for students and through the SA Development Office.

What needs to be done? The feasibility study needs to be complete. Student and CSA will need to support the fee increase. The President is cautiously optimistic that it will happen. She has a strong background in supporting facilities such as this, recognizes the importance of the renovations, but is also realistic.

The Council will not meet as a whole for its next scheduled meeting. Instead, subcommittees should meet to make progress on the cod of conduct charges and the whole group will meet again February 18th.

The question was raised, is it necessary to meet every week? Can CSA look at this issue to see if charges can be met some other way? Currently, the Council meets two times per month because the workload required it. The workload doesn't currently require it. This will be discussed and decided at a later date.
